نيويورك، الولايات المتحدة الأمريكية (CNN)— تساؤلات عديدة أثارها كتاب بوب وودوارد، وما تناوله من رفض وزير الدفاع الأمريكي، جيمس ماتيس، طلبا من الرئيس الأمريكي، دونالد ترامب الذي يعتبر القائد الأعلى للقوات المسلحة الأمريكية، لاغتيال الرئيس السوري، بشار الأسد العام 2017 بعد هجوم كيماوي.

وفي الوقت الذي رد ترامب على كتاب وودوارد والذي أطلق عليه اسم "الخوف.. ترامب في البيت الأبيض" نافيا أنه تقدم بمثل هذا الطلب، وهو ما أكده ماتيس أيضا، يبرز تساؤل حول ما هي الحالات التي يمكن خلالها رفض القادة العسكريين لأوامر من قياداتهم؟

الإجابة على هذا السؤال هو نعم، يمكن رفض أمر عسكري بناء على قاعدة واضحة تتمثل في إن كان الأمر "غير قانوني أو غير أخلاقي" وهناك مفهوم متداول بين القادة العسكريين يتمثل أنه وفي حال لم يتمكنوا من المضي قدما وتنفيذ الأمر العسكري فإن عليهم الاستقالة من منصبهم.

أبرز التصريحات في هذا الشأن صدرت عن الجنرال جون هايتن، قائد القوة النووية الأمريكية، الذي قال في نوفمبر/ تشرين الثاني الماضي إنه قد يدفع أمرا صادرا من ترامب في حال كان "غير قانوني" مؤكدا على أنه "يقدم النصيحة لترامب"، وأن ترامب "سيقول لي ماذا يجب أن أفعل وإن كان ذلك غير قانوني سأقول له: سيدي الرئيس هذا أمر غير قانوني.."
